Attaching paper to a painted surface?

I have a dresser that is painted on top with a shiny, peely kind of paint - oil-based or latex, I guess. The paint is all gross and peeling, so I'd like to cover it with some cute wrapping paper or something. What type of adhesive or technique would you use to attach the paper? Also, the dresser is built into the wall as part of my apartment, so ideally whatever I do would be somewhat easy to remove. But then again, the dresser came looking like crap so I doubt that messing it up a bit more would cause huge problems with my landlord.

Would Mod Podge be a good bet for this?

i've used mod podge to put wrapping paper on a dresser before and it works, but it is not removable. i don't think it would adhere well over a glossy paint, and honestly i think you best bet would be to scrape off or sand down the paint first. you should just ask your landlord and see if he's ok with it.
